The fans can kick on for several reasons... do they stay on all the time and is your check engine light on? The fans kick on if the engine is too hot, but also as a default "backup" if there is a signal fault. Bad signal from a temperature sensor, a thermostat on its way out, poor signal form the comfort control module are just some of the possible causes. It's hard to know much more without a fault code, but if the fans are on all the time there should be a code. I think the chances are small that it would be a generic OBD II code (though this is worth a try) I think you will need VagCom or a shop to pull the code.
